JOB DESCRIPTIONJOB TITLE: GYPSY LIAISON OFFICER
RESPONSIBLE TO: PRINCIPAL HOUSING INSPECTOR

GRADE:
MAIN PURPOSE OF THE JOB:
To manage the Council’s permanent Gypsy caravan site to the standards required by the law and the Council, to assess the suppport needs of residents in accordance with the terms of the Supporting People contract, and to provide or arrange any necessary support.
KEY DUTIES AND RESPONSIBILITIES:
1. To be responsible for managing Riverview Gypsy caravan site in all respects having regard to the Council’s service objectives, statutory requirements, best value and residents’ needs.
2. To make recommendations for service improvements, prepare funding bids, and to lead on the implementation of agreed initiatives and improvements.
3. To ensure the granting and termination of licences at the site are carried out in accordance with the Council’s procedures and admissions policy.
4. To ensure the requirements of site licence conditions and relevant legislation are observed and, when required, initiate and pursue appropriate management and legal action to remedy any breach.
5. To undertake a health and safety risk assessment of the site annually, and to maintain a record of actions taken in relation to any identified problems.
6. To ensure the Site Warden fulfils the terms of his/her contract in providing services at the site, and to arrange contract payments.
7. To liaise with the Site Warden on the sale of utility prepayment cards and the collection of other charges, and ensure that proper records are maintained of all transactions in accordance with the Council’s Financial Regulations.
8. To undertake individual need/risk assessments for residents on the site, to prepare and regularly review individual support plans, and to provide/organise services/support as necessary.
9. To maintain all records and prepare regular returns to comply with the requirements of the Supporting People contract.
10. To assist in the annual preparation of estimates for the service budget and provide regular monitoring information.
11. To promote good relations between the Council and site residents through regular consultation and dialogue, to identify concerns or problems, and to ensure residents are well informed about relevant Council policies and proposals.
12. To organise periodic meetings of the Gypsy Liaison Group to inform elected members of developments or issues at the site, and to answer any questions they may have.
13. To facilitate and seek to develop group activities for residents of the site in partnership with other agencies.
14. To undertake the periodic Gypsy count and submit returns to the Department for Communities and Local Government.
15. To attend serious emergencies when so directed, and to assist in the preparation of contingency plans for such emergencies.
16. To undertake any other duties and responsibilities as may be assigned from time to time, which are commensurate with the grade of the job.
