JOB PURPOSETo have overall responsibility for the management and delivery of high quality housing management and support service within a defined area / locality.
DIMENSIONS
Staffing numbers managed total: up to 6
Direct responsibility for a budget up to £1m
Indirect responsibility/impact on a budget in excess of £500,000
KEY RESULT AREAS
To manage and deliver high quality housing and housing support services.
Ensure that the project’s aims and objectives are in keeping with ******* values, clearly defined and rigorously pursued to order to offer consistently high standards of work practice.
Initiate, monitor and evaluate the work of the project and ensure project objectives are reached, service user’s needs are met and a high standard of service is delivered.
Actively pursue service user participation in order to develop and improve the project and the services it provides.
Ensure that service users receive individually tailored and planned services, which they are empowered to direct and lead on. Ensure that these key support plans include risk assessment and risk management plans, and are jointly established and monitored with service users, their advocates and their statutory or other support workers.
Ensure good housing management practices and procedures are consistent with ********** policies and relevant legislation.
Maintain focus on developing care practice and continuously raising and reviewing quality and performance standards as set both by ******** and external regulators and funders. Report through the line management structure and to external bodies as required.
To provide the strategic management and development of the services within a defined area of responsibility.
Key role in improving and expanding ******** services locally. Promote ******** with funders and work in partnership with other key stakeholders.
Maintain ongoing strategic reviews of services focusing on sustainability, viability, performance, risk, quality and effectiveness, ensuring that stakeholders’ views form part of this process and that action points are implemented.
Ensure that services achieve nationally recognised standards of good practice.
Manage and support all staff in delivering good quality work.
Actively support staff to deliver work of good quality through effective management, this to include individual supervision and team meetings.
Ensure effective recruitment, induction and training of staff.
Ensure that staff implement and work within the policies and values of ********* and that project staff develop the required knowledge, skills and competencies to implement the national standards and practices used by the project.
Ensure that staff performance is regularly reviewed on an individual and team basis with co-ordinated work planning, and that each team member has a personalised staff development plan. Take effective and appropriate action to deal with poor performance.
Ensure that effective communications systems are implemented within area of responsibility.
Promote a culture that encourages high achievement and a commitment to excellence.
To manage and deliver on ************ Financial Responsibilities
Manage financial practices and procedures of the project and ensure they are in line with ************ financial policies.
Manage and monitor the annual budget and deliver within target. Identify negative variances at an early stage and take appropriate remedial action.
Ensure contracts with purchasers are properly managed.
To work within delegated authority and deliver accurate and timely returns as required.
To have key responsibility for local welfare funds.
Implement ************ Policies and Procedures
Ensure that all legal requirements appropriate to services within area of responsibility are complied with.
Ensure that the physical maintenance standards are maintained in offices and projects and developed in consultation with staff and service users.
Contribute to the development and review of policies, procedures and new initiatives to be implemented throughout the locality and ensure that staff are able to translate them into good working practice.
Ensure that all ************ policies and procedures are effectively implemented.
At all times, carry out responsibilities within the framework of ********** Diversity Policy.

Where there is no Team Manager post, certain responsibilities would then have fall to the Project Manager and detailed in the job description.
COMMUNICATIONS AND WORKING RELATIONSHIPS
To be a good team player and work constructively with colleagues, staff and managers in all aspects of the postholder’s work. Contribute positively to team meetings and training events.
Maintain positive and productive relationships with a range of stakeholders including: -
• Internal – Team Managers, Administrators, Operations Managers, Practice Development Advisor, Service Development Manager, Regional Finance Manager, Regional Maintenance Manager and Officer, Regional Development Manger, key staff within other directorates including Finance and Asset Management.
• External – Officers from Statutory Authorities including Health, Housing, Social Services, Probation, Housing Benefit, Supporting People Lead Officers.
Skills required; good communications, diplomacy, negotiation and persuasion skills, presentation skills.
SCOPE FOR IMPACT
• Internal -The job impacts on overall service standards through effective line management of Team Managers, which affects local standards of service delivery, management effectiveness and overall competence and morale within services.
• Key role in delivering Area annual plan and for achieving new business growth.
• External - Key responsibility for externally representing ********** in a positive light with stakeholders, funders and commissioners.
PERSON SPECIFICATION
Education
A recognised management qualification is desirable.
Experience/Knowledge
Knowledge of issues and legislation relevant to service users within area of responsibility
Experience of leading, supervising and managing a staff team within the public, care or voluntary sector
Experience in formulating and delivering support packages for individual clients; of supervising other staff delivering support, and of monitoring, measuring and evaluating performance of these programmes.
Experience of controlling and interpreting financial information, e.g. Budgets, petty cash system etc.
Experience of liaison with outside agencies, especially local authorities, housing departments, probation departments and social services departments. This should be at manager and practitioner level.
Experience of contract negotiation, monitoring and management.
Understanding the importance of health and safety at projects, and in a residential setting.
Understanding ways by which effective participation of service users can be encouraged.
Knowledge of a range of staff development methods.
Evidence of a constant pattern of learning from education, training and experience in care, social work and housing
Skills and Abilities
Excellent written and verbal communication skills and numeracy skills.
Ability to develop and bring into management new residential and support services.
Ability to translate and put diversity initiatives into practice.
Ability to plan and prioritise workload.
Ability to understand performance indicators, analyse information and develop action plans.
Ability to present information effectively to groups of people.
Basic computing skills in word-processing.
Ability to establish good working relationships both internally and with the local community, funders and external agencies.
Able to manage change.
Computing skills in databases and spreadsheets
