Job Role: Operations Manager (Supported and Floating Support)

Small description:

This is a key post contributing to the operational management of the organisations support services, and ensuring the provision of quality services to service users and local communities. Working within the Associations corporate aims and objectives you will be responsible for the effective delivery of housing, support and resettlement services in Merseyside.
You will be expected to contribute to the maintenance and development of the Association’s values, culture and ethos.

Salary £19.21 - £25.63 per hour

 
KEY RESPONSIBILITIES

Project Management
Influence and implement the annual operational plan and share all targets and objectives with projects and services.

Staff Management
Ensure effective recruitment, selection and induction of staff.
Develop staff and the teams by providing effective supervision and appraisal and ensuring adherence to Association requirements for training and staff development.
Plan and allocate work carried out by services, teams and managers, and manage staff performance through monitoring and evaluation.
Maintain and enhance effective communication with staff teams within the area.
Assist in disciplinary and grievance investigations.
Financial Management
Take responsibility for the management of service budgets, ensuring that they are monitored, managed and delivered.
Manage the level of arrears within agreed targets, ensuring compliance with the Association’s Policy and Procedures.
Ensure compliance with all financial Policies and Procedures.

Property Management
Maintain and enhance proactive relationships with partner RSLs.
Ensure services regularly review properties to ensure they meet the needs of current and potential service users..
Ensure the security of Association property and equipment, undertaking regular inspections and risk assessments, and ensuring compliance with Health and Safety regulations.
Ensure that properties are adequately maintained in line with the relevant standards.

Housing Management
Ensure all services are compliant with lettings and allocations procedures.
Provide support to staff to ensure effective tenancy management in line with policies and procedures including eviction, arrears and anti social behaviour.
Monitor occupancy, rent collection and void levels against targets.

Relationships and Partnerships
Maintain and enhance effective working relationships both internally and externally.
Represent the Association on relevant external forums.
Quality Assurance
Ensure that the services meet the requirements of Supporting People and any other external funders to   include:
Monitoring performance against Support People Quality Assessment Framework
Reporting performance information to internal and external officers
Ensure that services meet Housing Corporation standards and  Housing and Support Standards
Ensure any internal or external audits are facilitated and improvement plans are fully addressed.
Monitor key performance indicators and ensure services address areas of under-performance.
Regularly inspect and review services’ quality standards.
Carry out or ensure reviews of all service user files in each 6 month period as part of staff support and supervision.
Ensure that the Equality and Diversity strategy and agenda are actively promoted in all areas of work, and that the services are relevant and accessible to all individuals.
Promote excellent customer care and champion service user involvement in all of the services.
Contribute to the overall development of the Association by using individual skills, strengths and abilities.
Any other duties that are deemed appropriate to the post.
