Profile:  Assistant Director of Regeneration

Responsible to:  Director of Regeneration

Responsible for:  All staff within the Asset Management and Contract Management Teams.

Purpose: 
  

To be responsible to the Director of Regeneration for the strategic planning and delivery of the associations housing investment programmes including new development and sales programme through the effective management of a multi-disciplined team located across a number of sites and external consultants and contractors.
 
To support the development and provision of a performance related culture within the organisation and the management of change.

To work effectively with a variety of external partners to ensure effective co-ordination of physical, economic & community regeneration.

To make a substantial and effective contribution on all matters of corporate management.

To ensure effective contributions are made to "joined-up" work with the associations partners, recognising the particular difficulties that operating in an area of high social deprivation brings.


Key Areas

1.    Plan and oversee the procurement and delivery of housing investment programmes, covering planned maintenance, new development and sales programme

2.    Contribute to policy development in such areas as development, procurement, design and specification.

3.    Work with other bodies to ensure support and, where appropriate, funding for investment activities.

4.    Manage the asset management and contract management teams

5.    Develop the role of intelligent repairs client and ensure continuous improvement of the repairs service

6.    Secure Area Boards' agreement to annual investment programmes and report routinely to Area Boards and the Board.

7.    Deputise for the Director of Regeneration as necessary.

8.    Develop performance targets to ensure delivery of the Corporate Plan and manage delivery of the targets and  report against those targets.

9.    Meet targets agreed with the Director of Regeneration to ensure that the quality of service given to all customers is the highest possible within the resources available, ensuring continuing service improvement by the application of the principles of Best Value.

10.    Develop, set and monitor appropriate performance targets for all employees within the Regeneration Department and monitor key areas of departmental activity to ensure continuous improvement.

11.    Take the necessary action to ensure that acts within the rules and the requirements of the Housing Corporation and other Regulatory bodies.

12.    Develop effective methods of consultation with customers and external bodies.

13.    Assist the Director of Regeneration in keeping Business Plan under review.

14.    Prepare and manage and control budget and ensure that they are controlled effectively within agreed procedures.

15.    Ensure effective consultation with customers of enabling their participation in all matters which affect them.

16.    Assist the Directors Team and Board of the associations to develop new initiatives and take advantage of business opportunities available.

17.    Analyse new legislation and recommend changes to Policies and Procedures to ensure that achieves all of its objectives and fulfils its statutory obligations.

18.    Make a positive and creative contribution to policy formulation.

19.    Lead, motivate and develop the potential of the Regeneration staff to enable the provision of an efficient, professional and high quality service to customers.

20.    Prepare and present reports for the  Board, its Committees and Area Boards, keeping them appraised of the Directorate's performance in key areas, its procedures, new legislation and policy reviews.

This post is offered on a 3 month contract. Hours of work are flexible and home working is permitted.

Salary £25.00 - £31.00 per hour PAYE
Hours of Work - 37.5
